A market shaped by large health systems

Baylor Scott & White Health, Texas Health Resources, UT Southwestern Medical Center, Parkland Health, Methodist Health System, Children's Health and Medical City Healthcare all run major hospitals in the Dallas area, and many physicians are employed by one of them. Independent practices still make up a large share of primary care and specialty offices, especially in Collin County and the northern suburbs. Those practices compete for the same commercial contracts, so clean credentialing files and accurate payer enrollment matter as much as coding.

The Dallas service area, and where it ends

Dallas practices fall in HHSC's Dallas Medicaid managed care service area: Collin, Dallas, Ellis, Hunt, Kaufman, Navarro and Rockwall counties. Denton County belongs to the Tarrant service area, so a patient's plan options can change across a county line. Frisco, for example, sits in both Collin and Denton counties. A practice that draws from both sides may need contracts with Dallas area plans such as Parkland Community Health Plan and Tarrant area plans such as Cook Children's Health Plan.

Corporate employers and self-funded plans

North Texas is home to many large corporate employers, and their health plans are often self-funded. Self-funded ERISA plans are not subject to the Texas prompt pay law in Insurance Code Chapters 843 and 1301, even when the card carries a BCBSTX, UnitedHealthcare, Aetna or Cigna logo. We separate fully insured claims, where 30-day electronic payment deadlines and penalties apply, from self-funded claims, where follow-up runs on the plan's own terms.

Medicare Advantage and traditional Medicare

CMS data from March 2025, compiled by the RUPRI Center, shows 59.4% of Medicare-eligible Dallas County residents in Medicare Advantage, close to the 58.9% statewide figure. That leaves a sizable traditional Medicare population billed to Novitas Solutions in Jurisdiction H alongside MA plans from Humana, UnitedHealthcare, Wellcare and BCBSTX. Each MA plan sets its own authorization list, so we check eligibility and plan type at every visit.

Texas Medicaid

Dallas service area

HHSC announced new STAR and CHIP contract awards in 2024, but a Travis County court blocked them in October 2024 and the state appealed. HHSC's service area map revised in January 2026 still shows the plans listed here, so treat this list as current for now and confirm the member's plan in TMHP or the plan portal before each visit.

  • Parkland Community Health Plan (STAR, CHIP)
  • Wellpoint (STAR, STAR Kids, CHIP)
  • Superior HealthPlan (STAR+PLUS; STAR Health statewide)

Specialty mix

Dallas has a broad specialty mix, with academic and subspecialty care concentrated around UT Southwestern, Parkland and the Baylor University Medical Center campus, and a dense network of independent primary care, cardiology, orthopedic, dermatology and behavioral health practices in the suburbs. Suburban practices with heavy commercial volume tend to lose the most money to underpayments against contracted rates and to high-deductible balances left uncollected. Practices near the county hospital system carry more Medicaid and uninsured volume, where MCO eligibility and the 95-day filing limit drive most of the risk.

Also serving practices in Plano, Irving, Garland, Richardson, Frisco, McKinney, Mesquite, Carrollton.

Questions

Dallas medical billing questions

Which Medicaid plans operate in the Dallas service area?

Per HHSC's January 2026 map, STAR is offered by Molina, Parkland Community Health Plan and Wellpoint. STAR+PLUS is offered by Molina, Superior and UnitedHealthcare, and STAR Kids by Aetna and Wellpoint. Superior covers STAR Health statewide.

Does Texas prompt pay apply to my BCBSTX claims?

Only when the patient's plan is fully insured and regulated by the Texas Department of Insurance. Many large Dallas employers self-fund their plans, and those claims fall under federal ERISA rules instead. We sort claims by plan type so prompt pay follow-up goes where it applies.

Do you have staff in Dallas?

No. Our office is in Austin, and we serve Dallas practices remotely inside your existing EHR or PM system. You work with a named account manager who knows your payers and your numbers.

What does it cost to switch billing companies?

Pricing is a flat $500 a month under $15,000 in insurance collections, a flat $1,000 a month from $15,000 through $30,000, and 3.5% of insurance collections above $30,000, and service is month-to-month with 60 days' notice.
